As the HR Operations Manager, you will play a critical role in OfferUp’s growth and long-term success by partnering with the VP of Human Resources to develop and execute People Ops strategies and programs that support our business objectives and evolve, develop, and grow our culture. This role requires strong partnership and communication with cross-functional teams company-wide, including IT, Finance, and Legal. The HR Operations Manager role requires an experienced HR professional with exceptional HR operations, analytical, customer service, and communication skills.

This position will be an individual contributor role, reporting to the VP of Human Resources and based out of our Bellevue, WA offices. This is a hybrid role, and is expected to be in the office a few days each week.

  • Ensure an exceptional employee experience by simplifying key processes.
  • Effectively partner with the VP of Human Resources to design, recommend, and implement changes to human resources policies and practices.
  • Support the execution of a continuous improvement HR roadmap that enhances HR value through expanded capability, increased ease of use, and greater efficiency/accuracy.
  • Participate in projects to expand centralization, leverage technology to improve the employee experience, discover actionable insights, and recommend solutions.
  • Ensure human resources processes are practical, scalable and effectively support effective business results. This may include business processes as well as automated systems.
  • Partner with Payroll to ensure accurate and timely processing for semimonthly and bi-weekly payrolls.
  • Oversee the onboarding and offboarding process for all employees and consultants, to ensure stakeholders are informed, they are set up properly in systems, and on/offboarded compliantly.
  • Stay current on legislative updates affecting human resources, including wage and hour regulations, ERISA, DOL, IRS, OFCCP, and HHS nationally, and in all states where OfferUp has employees and/or does business. Acts to incorporate changes into human resources programs and practices. Oversees audits and regulatory filings.
  • Serves as the escalation point for HR Operations, guiding the root cause analysis, resolution, and communication protocol.
  • Supports the administration and maintenance of HR systems while driving process, data integrity, and compliance across the HR landscape.
  • Identify, analyze, and report on human resources trends that impact the success of OfferUP.
  • Assist in developing and administering a competitive total rewards strategy to include compensation, health and welfare benefits, 401k, paid time off programs, and other reward & recognition programs.
  • Administer health and welfare, retirement, and leave benefit programs, including handling broker and vendor relationships, participating in annual renewals, and leading open enrollment.
  • Ensure adequate processes, controls, compliance reviews, and audits (including 401(k), Form 5500, ACA reporting, etc.) are in place and completed successfully for compensation and benefits programs.
  • Partner with Immigration vendor to manage and support U.S. immigration cases, renewals, and immigrant petitions (permanent residence sponsorship).
  • Oversee the administration and monitor employee leave of absence programs, ensuring that applicable deadlines are met and compliance with relevant rules and regulations. Communicate effectively (both verbally and in writing) with employees, managers, and claims adjusters as needed to effectively process leave requests and associated paperwork (e.g., status updates, return to work information, etc.)
  • Other duties as assigned.

  • 7+ years of progressive growth and practical experience in Human Resources Operations
  • Bachelor's Degree
  • Professional in Human Resources (PHR) and/or Certified Benefits Professional (CBP) certifications preferred
  • You have worked in a dynamic, fluid, and fast-paced environment
  • You thrive in a culture of creation and helping to figure out the answers
  • You have a proven track record of creating solid relationships with internal business partners
  • Experience administering an HRMS, preferably ADP WorkforceNow.
  • Demonstrated understanding of managing and administering self-funded health benefits, 401(k) retirement plans, multi-state leaves programs, accommodations, workers' compensation, and wellness programs throughout the US.
  • Thorough knowledge of State and Federal wage and hour laws, including FLSA, all pertinent federal and state regulations, filing and compliance requirements both adopted and pending affecting compensation and benefits programs, including ERISA, COBRA, FMLA, ADA, Section 125, Workers Compensation, Medicare, HIPAA, and social security and DOL requirements.

Compensation Range: $132,000 - 150,000

OfferUp offers a comprehensive compensation and benefits package where you’ll be rewarded based on your performance and recognized for the value you bring to the business. Individual salaries within our ranges are determined through a variety of factors, including but not limited to education, experience, knowledge, skills, and geography. All roles will receive equity in OfferUp as part of their compensation, the amount of equity varying depending on the individual’s level and experience.

Benefits (all US roles): In addition to our compensation package, this role is eligible to enroll in health insurance, healthcare savings, and spending accounts, retirement savings benefits (401(k) plan with match), basic and voluntary life insurance, disability benefits, and paid time off for sick leave, family and/or medical leave, vacation, and 12 company holidays. In regard to vacation time, OfferUp has a flexible vacation policy, and, in general, full-time, exempt employees will be expected to take 3-5 weeks (15-30 days) of pre-planned vacation time per year. Vacation needs are flexible and will naturally vary from year to year based on individual circumstances and business needs. In regard to sick time, all full-time employees (exempt and non-exempt) will be granted 12 days (96 hours) of sick time per year (pro-rated if the start date is other than January 1).
